That's a mistake in the text, you don't need to contact LAMS International... you can use the module with your own LAMS server, in which case you just need to configure an id/key on the LAMS side, and then put those values in Moodle. However - you're looking at the LAMS 1.0 module, perhaps you're looking for the Moodle module for LAMS 2? http://wiki.lamsfoundation.org/display/lamsdocs/Moodle
