Just to give an update on the Time zone stuff... Now there's a new Time Zone Manager in LAMS 2.3.5. Here's a little demo on how it works: http://is.gd/bl5F8 This will be available for testing in the translations site tomorrow! If you aren't a translator but want to test this, please let me know.
