I can't seem to connect to the LAMS community from within LAMS itself, it just says that it can't be found. The weird thing is that I can open it in a web browser right next to it. I'm trying to log in so I can get a Server ID and Server Key to link into Moodle.

The only thing I can think of is that it's trying to connect back to LAMS and I've:
a) got a firewall I can't edit to allow access in
b) changed the root password
c) set the hostname to just localhost, not a FQDN

Any of those cause this problem?

Have you tried a different browser? Do you get a page not found, a HTTP error code, or simply the LAMS community login page?

If you only get the LAMS Community login page, with IE you might have to change the setting to allow third party cookies (LAMS Community would be the 3rd party here since you are on your LAMS website). The option to change this is in Tools->Options->Privacy->Advanced.

The community website URL is in the configuration_items table in the database, is it possible this parameter was changed on your LAMS server?

The message it says is:

"The LAMS Community Website is not available now:-(

The error was: Not be able to connect to LAMS Community Website."

I tried editing the options in IE, but it ended with the same result... Does it matter that I have to go through a web proxy to access the internet?

Just to add - yes, my proxy is set up in IE & I can access this website!
